Prohibited & Restricted Jurisdictions

This page is the “List of Prohibited Countries” referred to in section 2 of the Terms of Service. It forms part of those Terms. The list is a Candle access policy based on legal, sanctions, licensing, and business risk; it is not a statement that every person or transaction connected with a listed country is prohibited by OFAC. OFAC sanctions may be comprehensive or selective and must be checked against current Treasury authorities and lists.


The Candle Platform means trading, launching tokens, staking, minting NFTs, tipping, and any other feature involving Digital Assets.


Access to some or all features may be restricted, and additional verification may be required, for users located in jurisdictions where the regulatory treatment of digital assets makes provision of the Candle Platform impermissible or uncertain. This currently includes, without limitation:

  • Venezuela
  • Mainland China
  • Canada — certain provinces, in respect of certain features
  • United Kingdom — features constituting the promotion of a qualifying cryptoasset

We may add or remove jurisdictions from either list at any time, with or without notice.


Regardless of where you are located, you may not use the Candle Services if you are:

  • named on the Specially Designated Nationals and Blocked Persons (SDN) list, the Consolidated Sanctions List, or any other list maintained by the US Department of the Treasury’s Office of Foreign Assets Control (OFAC);
  • named on the UK Sanctions List, the EU Consolidated Financial Sanctions List, or the UN Security Council Consolidated List;
  • owned or controlled, directly or indirectly, 50% or more in aggregate, by one or more such persons; or
  • acting on behalf of any such person.

You represent and warrant, each time you use the Candle Platform, that none of the above applies to you.

Using a VPN, proxy, Tor, a false address, or any other method to disguise your location in order to access the Candle Platform is a breach of the Terms of Service. It does not make your access lawful, and it does not transfer responsibility to Candle.


Candle applies controls that may include IP-based geolocation screening, blocking of access from prohibited jurisdictions, screening of wallet addresses and account identifiers against sanctions lists, and blocking or freezing of platform access where a match is identified.

Where we identify a breach, we may suspend or terminate access without notice, refuse to process transactions, and report the matter to the relevant authorities where required.


Candle restricts access to its own interface and services. Candle does not and cannot control public blockchains, third-party protocols, or anyone else’s interface to them. Nothing on this page restricts a blockchain, and nothing on this page should be read as Candle asserting control over one.
